Regulations are administrative rules issued by governmental agencies at the federal, state, county and municipal levels. Regulations have the force of law because they are created and adopted under authority granted by statutes.

Harris County by order of the Commissioners Court may adopt regulations as authorized by statute.  Commissioners Court will typically issue a proposed regulation, hold public hearings, and accept public comment before ultimately issuing a binding final regulation.

Examples of Harris County regulations include local fire and building codes, tow truck and vehicle storage facility regulations, on-premise signage regulations, and sexually oriented business regulations.
